Why Sand Is Thrown On The Tracks Covered With Snow?

If the tracks are covered with snow then there is a substantial reduction in frictional force between the track and the train wheels or vehicle tyres and road which corresponds to the train being skidded.
Therefore driving is not safe. If sand is thrown on the snow-covered tracks or roads the friction force increases so that safe driving is achievable.
